President Duterte Signs ₱4.1 trillion 2020 National Budget

Duterte signs national budget

The national budget for 2020 has been signed into law by President Rodrigo Duterte on Monday. 

The General Appropriations Act of 2020 is ₱4.1 trillion, 9 percent higher than the previous year’s 3.76 trillion budget. The budget wasn’t signed at the end of 2019 because the President requested "thorough" scrutiny of the bill.

President Duterte said in his speech that this year's spending plan would support the government's goal of making the Philippines an upper bracket-income country, and lowering poverty to 14 percent by the end of his term.

He remarked that just like in previous years, the government will continue to allocate a great portion of the national budget for infrastructure development and social services – programs that will directly touch the lives of our people.

The top 10 appropriations of the budget are as follows:

  1. Education (DepEd, SUCs, CHED, TESDA) – ₱654.6 billion
  2. Department of Public Works and Highways – ₱580.8 billion
  3. Department of Interior and Local Government – ₱239.8 billion
  4. Department of National Defense – ₱191.7 billion
  5. Department of Social Welfare and Development – ₱163.8 billion
  6. Department of Health – ₱101 billion
  7. Department of Transportation – ₱99.3 billion
  8. Department of Agriculture – ₱62.2 billion
  9. Judiciary – ₱40.1 billion
  10. Department of Environment and Natural Resources – ₱25.5 billion 

Education and social services are two key sectors that are most important to the presidents, thus given priority in the 2020 GAA. Social pension for senior citizens of ₱6,000 annually is also retained in the 2020 budget. Meanwhile, the GAA also ensures that healthcare professionals will continue to be deployed in different communities around the country who are in need of their services, under its Deployment of Human Resources for Health Program, according to Senator Juan Edgardo Angara.

Peso Expected To Strengthen But Not Long Term – Fitch Solutions

Fitch Solutions Macro Research has a positive outlook for the Philippine peso in 2020. It is expected to perform stronger this year but will likely decline in the long term. 

Currently, the peso is expected to average at ₱51.7: $1 this year, which is stronger than Fitch’s earlier forecast of ₱53: $1

In a statement, they said:

Our revision partially reflects a stronger-than-expected starting point for the unit in 2020, but also broad support for Asian FX on the back of a 'phase one' US-China trade deal expected to be signed in early 2020.

Fitch Solutions expects that in the first six months of the year, the Philippine peso will trade between ₱50-₱52 for a $1. However, it will slowly depreciate further later in 2020 throughout 2021. They pointed out that the Philippines’ widening current account deficit, rebounding (albeit modest) inflation figures, and downside risks to global growth as the culprit for the depreciation of the peso.

The research company further expounded that a combination of fiscal stimulus and widening current account deficit will aggravate the Philippines’ twin deficit risks, weakening its attractiveness relative to its regional peers Thailand and Malaysia.

Meralco Electric Rates For January Down By ₱0.41/kWh

Meralco customers will enjoy a respite from their electric bills after three consecutive months of increases. Rates for the January billing period will be down by 41 centavos per kilowatt-hour. 

The electricity company said in the statement that the lower cost of electricity is due to the lower cost of electricity sourced through power supply agreements and from independent power products (IPPs). 

A total of 82.9 centavos has been accumulated from the hikes seen in the fourth quarter of 2019. The latest change counters almost by half, which equates to about ₱82 savings for a typical residential unit that consumes 200 kWh a month. Meralco’s overall charge for January went down to ₱9.4523 kWh from ₱9.8623 kWh in the December billing period. Translating to a difference of 38.62 centavos per kWh. 

On the other side of Meralco’s business, their wholesale electricity spot which comprises about 9  percent of Mercalco’s supply went up by ₱1.7031 per kWh because of tighter supply conditions in the Luzon grid.

Money Saving Trends That You May Not Know About Yet

Saving money is difficult for most people. It isn’t as simple as putting money in your separate savings account or piggy bank because us mortals need a more enticing motivation than just saving money for the rainy days. Also, because it’s just fun and gratifying to spend, especially if it’s for our own pleasure. However, in recent years, more Filipino are starting to commit to such a feat.

According to a Financial Inclusion Survey done by the Bangko Sentral ng Pilipinas (BSP) in 2017, 48 percent of the total adult population had some form of savings compared to 43 percent in 2015. The survey also reveals that 32.7 percent of Filipinos are saving their money at home. This tells us that Filipinos still prefer saving money the traditional way (and probably with a piggy bank, too).

It’s no wonder why in recent years, various money saving challenges have trended in the Philippine social media landscape. With their compelling call to action and other gimmicks, many Filipinos actually fancied these fun goal-oriented games and hopped on the money-saving challenge bandwagon.

If you missed these creative and fun money-saving schemes that trended in the past, we have collated them below and provided an overview of how they work!

1. 52-Week Money Challenge

This money challenge was originally an idea introduced by “Life As You Live It” blog, and was later on repurposed into a Filipino savings challenge by Kuripot Pinay, a Filipino blogger.

In a nutshell, this money challenge is all about saving weekly, but with increments. For as little as 1 peso initial increment, you can actually amass ₱1,378 in one year. Since that isn’t really big enough of a saving, ₱50 weekly increment is the standard in the proposed money challenge, which will balloon into a ₱68,900 savings by the end of the year. However, the increment doesn’t really have to be ₱50 a week, it can be any amount depending on how much money you want to achieve by the end of the year.

How does it work?

Originally, the proponents of this money-saving fad had the following to facilitate them in completing this year-long financial task:

  1. It starts with setting a goal.
    Why do you want to save money? What is it for? How much do you want to save? Without answers to any of these, saving money would be pointless and won’t be as compelling as it’s supposed to be with this challenge. Basically having a goal in mind will keep you driven to complete the challenge.  
  2. Identify a physical focus for the challenge, like a jar or a piggy bank.
    The original proponent of this money challenge utilized a transparent jar as a storage for the money that she saved every week. How does it work?

The goal is to save money for twelve months by increasing the savings amount per month in percentage, together with a pledged monthly amount (base amount) that you can easily afford. The base amount is constant for the entire run, but you can also increase or decrease based on your financial situation.  The percentage monthly increase, however, will be derived from your income and it’s fixed at 1% at the beginning and 12% on its last month, this will ensure that your savings ratio will not go beyond your disposable income and will not compromise your cashflow entirely.

And unlike the 52-Week Challenge, you can choose to have a base amount at the start of the challenge, but you can also choose not to.

Here are some examples and templates which you can take inspiration from for your 12-Months Savings Challenge.

How does it work?

The idea is very simple. Gather as many envelopes as you want and label them with different amounts (which your wallet could afford without compromising your monthly obligations). Simply fill each envelope with the corresponding amount on its label. Once they’re all filled, deposit the money to your bank account.

The only rule in this savings challenge is to fill the envelope with its corresponding amount, there really isn’t any particular timeframe set to complete the task or particular amount to reach. You can basically save on your own pace.

This challenge will give you the flexibility of where and how to stash your money and by how much and how frequent. That can work as a double-edged sword, as it may work to your advantage if you’re disciplined enough to stick to your savings goal. However, if you’re still on the edge of developing such a habit, the discipline aspect might be the actual challenge for you. 

How does it work? 

Peso sense ipon challenge is straight forward - by the end of the year, you should have marked off all the circles for each amount. Stash those bills somewhere you won’t have easy access to until the year-end.  This challenge is on the lenient side, so don’t be sidetracked and focus on achieving this goal!

Perhaps, you can do this money-saving challenge together with another one that imposes a definite amount for a certain deadline, like the 12-months or 52-week challenge. Or, you can draft a plan using the SMART goal setting method to flesh out your actual actionable goals to achieve this.

Air Quality In Metro Manila Improves – DENR

The Department of Environment and Natural Resources’ (DENR) data shows an improvement in Manila’s air quality after the Taal Volcano spiked the inhalable Particulate Matter 10 (PM10) to unhealthy levels.

The agency reported Monday afternoon that the air quality was unhealthy for sensitive groups in the cities of Taguig, Mandaluyong, and Las Piñas. On Tuesday afternoon, the particulate matter seems to have subsided as DENR reported a fair to excellent air quality in the same cities. 

PM10 is a reference to the Particles of 10 Micrometers or less in diameter. It’s a term that is used to measure air quality that contains inhalable particles such as the volcanic ashes. 

Higher levels of PM10 is dangerous for those with respiratory problems such as bronchitis, asthma, or emphysema.  In contrast, the lower PM10, the better the air quality. 

As of 2 p.m. on Tuesday, the air quality across Metro Manila are as follows:

Philippines Among The Countries With Lowest Minimum Wage

A study conducted by an e-commerce firm, Picodi, found that that the Philippines is one of the worst countries to live for minimum wage earners.  

The report released by Picodi last January 13, 2020 showed that the net pay received by minimum wage earners in the Philippines as of January 2020 stood at PHP5,922, which is 10% higher than the minimum wage same time last year. 

It’s a significant boost compared to the other countries in their report, placing the Philippines at the 17th spot out of the 54 countries in terms of an increase in the minimum wage. Neighboring countries meanwhile only jumped 9.1% for Malaysia, 8.7% for Hong Kong, and only 1.6% in Thailand. 

Despite seeing one of the higher minimum wage increases, the food prices eat up a significant portion of the compensation that minimum wage earners took home. In figures, about 75.1% of the monthly basic salary of minimum wage earners is spent on basic food items alone. While the surge in wages managed to outrun the increase of prices in the Philippines this year (compared to last year which eats up about 81.3% of worker’s monthly pay), the ratio of food prices to the minimum wage is still not ideal. 

Australia followed by the United Kingdom and Ireland has the best food prices to minimum wage ratio. Only 7% of their minimum wage goes to essential food products, according to Picodi. 

Meanwhile, in countries like Nigeria or Uzbekistan, the minimum wage is so low that it cannot cover the entire cost of even the most basic shopping basket, as mentioned by Picodi. 

As a key takeaway, Picodi noted that the minimum wage should protect employees against unduly low earnings.

Taal Eruption Unlikely To Affect Q1 Growth

The National Economic and Development Authority (NEDA) has released its initial assessment on the economic impact of the eruption of the Taal Volcano. According to their findings, its effect on the economy remains limited for now, as it barely made a dent on the country’s first-quarter 2020 growth. 

Based on their assessment, the damage amounted to PHP7.63 billion in gross revenue value-added (GVA), which accounts for the agriculture and income from industry and services output like tourism for Batangas. This pertains to the measure of the value of goods and services produced in an area minus the cost of inputs. Their estimate, however, does not include the cost of damage to public and private property and goods.

Despite the extent of the damage, Socioeconomic Planning Secretary and NEDA chief Ernesto Pernia insisted that it wasn’t enough to make a huge dent in the first-quarter growth for this year, as it only comprises 0.3 percent of gross regional domestic product (GRDP) of the CALABARZON region. 

Pernia also acknowledged that the Taal eruption, just like any other calamities, can create an inflationary risk. However, Economists pointed out that the impact is so far localized and that the damage expected incurred should be similar to a strong typhoon. 

Even though affected areas had massive damage, other growth engines of the economy are still expected to deliver, particularly consumer spending and infrastructure spending. 

Alert level 4 remains raised over the vicinity of Taal Volcano, meaning a more powerful eruption is imminent, necessitating the total evacuation of the surrounding areas.

1. 24-hour convenience store franchise

24-hour convenience stores are popping up everywhere and that number is still growing in lieu of call centres, hospitals and other industries that maintain a graveyard shift. Both Ministop and 7-Eleven provide a long list of assorted merchandise, this includes newspapers, magazines, soft drinks, fruit juices, sport drinks, hot and cold snacks, a limited number of grocery items such as canned soups, ready-to-eat meals, condiments, bread, cleaning supplies, paper products and toothpaste.

If you have the funds but does not have the experience nor know how to run a business, then this is one of the more viable options available for you. Having a franchise with a recognizable name and branding would get you an immediate stream of clients and you will be receiving operational support from the franchisor.

7-11 store

Pre-operational requirements: Both 7-Eleven and Ministop now offers a PhP1,000,000 franchise which includes operational rights of the store, equipment and facilities, furniture and fixtures, air-conditioning system, signage and initial inventory. However, as a franchisee, you still have to spend more for the rental space and the crew that will work the store for you. All in all, you might need to shell out a total of ₱1,500,000 in initial capital.

Location is key in this type of business and you would need a space with a floor area between 100-120 square meters to get franchise approval.

Income: Income will depend on location and size of operation, but on average it ranges between ₱40,000 to ₱60,000 per month.

Opportunities: You can expand your operations by opening a new store once you’ve recouped your ROI.

2. Drug store

The pharmaceutical industry is one of the most promising business sectors in the Philippines, as the industry revenue estimates grow by about 6% to 8% every year.

Pre-operational requirements: The initial capital outlay for this type of business is about ₱500,000 to a few million pesos.

One requirement in the pre-operating stage is getting the needed certification. You have to obtain a Security and Exchange Commission (SEC) registration; permits from the Department of Trade and Industry, the mayor’ office, and the Bureau of Internal Revenue (BIR); and license from the Food and Drug Administration (FDA).

Then you have to find a space of at least 15 square meters to house your drugstore and a storage room for medicines. Conduct research on the nature and classification of drugs and begin by stocking up on each category of medicine (i.e. antibiotics, anti-hypertensive drugs, or vitamins). Inventory will take up most of your expenses, as this can be anywhere from ₱100,000 up to ₱10 million for a full stock. Keep in mind that each medicine must be stored in its particular recommended environment and temperature.

As with most of the businesses we listed here, location is key in this venture. You have to consider the volume of the consumers in the area you’re targeting.

And lastly, you must have a Registered Pharmacist working for you. Without one, your drugstore business will not operate. He or she must be licensed by the Professional Regulation Commission (PRC).

Income: Income will depend on location and size of the operation, but on average it ranges between ₱50,000 to ₱100,000 per month.

Opportunities: Growth depends entirely on the area you are covering and the range of products you are carrying. But if you get the right mix, you can start another branch or franchise out your drug store.

Some Oil Companies Start To Implement The Last Tranche Of Fuel Excise

The TRAIN Law, which reformed the whole tax system in the Philippines is now on its third and last tranche for the fuel excise. Pilipinas Shell Petroleum Corp. (PSPC) and PTT Philippines Corp. are the first petrol company to have implemented this excise tax in some of their stations. 

This was confirmed by the Department of Energy (DOE) assistant secretary Leonido Pulido in a text message, saying that both PSPC and PTT have already implemented TRAIN in 267 of their stations and PTT on nin stations. Other agencies, on the other hand, are still being validated for compliance.

The third tranche of the TRAIN law mandates a ₱1.50 per liter excise tax on fuel. However, the DOE through the Oil Industry Management Bureau (OIMB) directed the oil companies to impose only the additional excise tax on the new stocks of petroleum products. Old stocks, therefore, should not be affected yet. 

Oil companies have a minimum inventory of 15 days while stocks for household liquefied petroleum gas (LPG) have a minimum inventory requirement of seven days.

As a regulatory measure to ensure compliance, the DOE instructed the oil companies to submit their inventories to monitor how much stock is left in their books. The companies were also required to post what products would be charged with excise tax and when it would be implemented.

The DOE had also conducted random checks from the refineries of these oil companies down to their retail stores or stations. 

In 2018, the first tranche increased the excise tax on gasoline by ₱7 per liter from ₱4.35. Diesel, on the other hand, with ₱2.50 per liter, ₱3 per liter for kerosene, and ₱1 per kilogram for LPG. This was followed by ₱9 per liter on gasoline, ₱4.50 per liter for diesel, kP4 per liter for kerosene, and ₱2 per kilogram on LPG in 2019.

New Law Removes Taxes From Some Medicines But Adds More On Alcohol & E-cigarettes

A new law (Republic Act 11467) that will increase excise taxes on alcohol, heated tobacco, and vape products has been signed by President Duterte. This new tax excise is aimed at raising additional revenues to fund the government’s Universal Health Care Program.  

While this new measure imposed a new set of excise taxes for alcohol and e-cigarettes, it completely removed the value-added tax (VAT) from medicines for hypertension, high cholesterol, and diabetes. The measure immediately takes effect this month. A different set of medicines specifically for mental health, cancer, tuberculosis, and kidney diseases will also e VAT-free come January 2023. 

Aside from the purpose of funding the Universal Health Care (UHC) Law, this legislation also seeks to reduce alcohol and tobacco consumption of the masses. 

A provision that required an internal revenue officer to seek a court order before the officer is allowed to any premises that produce or keep tobacco, heated tobacco, and vapor products has been vetoed by the President. 

In his veto message addressed to the congress, the President said:

“It effectively curtails the power of the State to collect taxes and renders powerless the BIR to effectively implement enforcement mechanisms against illicit tobacco products.”

He also added that such restriction does not exist with respect to any other taxable article. He also instructed the Food and Drug Administration to formulate regulations with regard to the proliferation of heated tobacco products and vapor products in the country.

From 2020 to 2024, the Department of Finance (DOF) has an estimated total revenue of PHP137.2 billion with the new excise tax. 

Republic Act 11346 will impose PHP45 to PHP60 per pack of cigarettes starting this year until 2023. It will then be followed by a 5% yearly hike starting January 1, 2024.

DOLE Reminds Employers To Observe Higher Holiday Pay This Chinese New Year

Chinese New Year will be on January 25 this year which falls on a Saturday, and the Department of Labor and Employment (DOLE) is reminding employers to observe appropriate holiday pay to their workers.

Secretary Silvestre Bello released an advisory on Monday that states:

If the employee did not work, the 'no work, no pay' principle shall apply unless there is favorable company policy, practice or collective bargaining agreement (CBA) granting payment on a special day.

Employees who have a regular shift on that day will get full pa, their cost-of-living adjustment or allowance (COLA), and an additional 30% of their basic pay. Overtime hours will add another 30% of the basic pay 

Meanwhile, for employees whose rest day falls on Chinese New Year but reports to work, they will get 50% additional pay, plus COLA. Meanwhile, overtime pay rate remains at 30% of the basic pay. 

The Chinese New Year this year will be the first special non-working holiday for 2020, based on the Proclamation 845 issued by President Rodrigo Duterte in November 2019. In a nutshell, here’s a quick rundown of how your salary for that day will be computed:

DOH Launched Official Webpage For Coronavirus Updates

In light of the recent Coronavirus outbreak, the Department of Health (DOH) has launched an official webpage dedicated to providing prompt updates on the current developments surrounding the country’s Novel Coronavirus situation.

As of January 28, 2020 (Monday), there is no confirmed case of the said virus in the Philippines. There were a total of 27 persons under investigation (PUIs) earlier today at 12:00nn. And as of writing, 3 were already discharged but are still under observation, 18 are pending for RITM screening, and 6 are pending for VIDRL (Australia) confirmatory results.

On the other hand, DOH has also released its official plan of action to contain the situation. Together in their situational report, they have rolled out strict infection protocols in DOH hospitals to manage future persons under investigation. Stricter border patrol to monitor passengers not just from Wuhan but from Hubei province have also been implemented. 

The DOH has also launched its 1st inter-agency task for (IATF) for the management of emerging infectious disease recommendations on Filipinos living in Hubei. This task force will basically provide continuous support to Filipinos in China and will provide returning Filipinos comprehensive transportation and quarantine plan. 

Filipinos are also discouraged from traveling to China.

The DOH advises the public to remain calm but vigilant in dealing with the matter. To minimize the risk of acquiring flu, it also reminded the public to do the following:

  • Always practice hand hygiene.
  • Observe proper cough etiquette by maintaining distance and covering coughs and sneezes with a tissue or the crook of your elbow. 
  • Avoid close contact with people manifesting flu-like symptoms.
  • Avoid contact with farm and wild animals. 
  • Cook food properly.
  • Adopt a healthy lifestyle to mount immunity against infection.

Manila Grabs 8th Place In World’s Most Dynamic Cities

Manila jumps to the 8th spot in the global ranking of the most dynamic cities. It went up by four notches in 2019 from 12th place in 2018 in the survey led by real estate and investment management services firm JLL.

The index combines socio-economic and commercial property metrics of 130 markets to identify the world’s most dynamic urban centers. The key growth drivers that it identified that cities can employ to cushion the rapid momentum are the expansion of innovation hubs, talent attraction, and urban planning.

Meanwhile, Manila ranked 48th in terms of real estate. Prime rental growth will have an increase of 3.8 percent annual average for 2020 to 2022 (19th globally, hotel construction of 15.6 percent (14th globally), and office net absorption of 7.3 percent (also 14th globally).

The Asia Pacific is home to the most dynamic urban centers in the world based in the JLL index, with a third of the world’s top 20 cities belonging to the region. The result of their study also shows a continued shift in global influence transferring from the West to the East, where Indian, Chinese, and Vietnamese cities dominate the top posts.

Seven cities from India are in the top 20, making the country lead the 2020 index. Despite their economy’s slowdown last year, they managed to rise to the top due to their strength being driven by locations in their southern states such as Hyderabad (1st) and Bengaluru (2nd), maintaining their status as the top two cities for short-term momentum.

China, on the other hand, has continuously demonstrated significance in driving global momentum. One-fifth of the global top 20 cities are from China, however, Shanghai is the only city to have made it in the top 20 for the past several years.

The LRT network in Metro Manila is set to expand its reach even further in the coming year when this station is completed. North Avenue (upcoming) This station is currently under construction and is slated to operate in the last quarter of 2019. It is a centralized station that will link LRT1 to MRT3. It will also be a connecting hub for LRT and MRT 7 which is also currently under construction and is slated for a 2020 opening. LRT1 Extension The LRT1 Cavite extension is projected to help expand the current capacity of the LRT1 line to give access to another 800,000 people and cut travel time from Manila to Cavite to 25 minutes instead of an hour. Its construction started last April, and it is slated to be partially operational by the last quarter of 2021. LRT 2 Stations

This train system takes commuters from east to the west side of Manila. It extends from Manila, ending in Makati with a few stops in San Juan and Quezon City. This is the youngest railway system in the country as it was built in 2003, and it’s the shortest as it only carries passengers through the Metro Manila area.  Compared to the other train lines, the LRT-2 or the blue line is the least packed train line, even during peak hours. This train line is only composed of 11 stations, which are the following: Recto This station is located at Recto Avenue Santa Cruz, Manila. Boracay is a destination that needs no introduction. It’s the beach capital of the Philippines, famous for its azure blue waters and endless stretches of powder white sandy beaches.  It flaunts a stunning picture postcard backdrop with a poetic-looking sunset, but it’s also a destination where an exciting nightlife can thrive. An odd combo but it’s exactly what Boracay has been leveraging on all these years.

Parties and beaches aside, there are quite a handful of experiences that are unique and thrilling about Boracay.

After the island reopened last year, some new regulations on drinking, eating and recreational activities on the beach have been put in place but there's still tons of excitement to be found for the fun-seeking beachgoer.

If you want a beach vacation that’s more than just confining yourself to the idea of lazing around the shore with your pina colada - you’re looking at the right beach destination.

How to get there

Getting to Boracay can be quite an adventure due to the absence of direct flights to the island. The nearest airport you could fly to is located in Caticlan, however, Kalibo airport, a more distant airport is favored due to its cheaper flights. It’s just a 1-hour flight from Metro Manila.

From Kalibo airport, Caticlan Jetty Port is 2 hours by van or by bus; from Caticlan, it’s just a few minutes. In Caticlan Jetty Port, you’ll have to board a ferry heading to Cagban Port in Boracay island; the travel time is just around 10 to 15 minutes.

Alternatively, you can skip the flights and head to Batangas (2 hours from Manila) for an overnight ferry to Boracay. It’s a more economic and straightforward route, best for people who are not in a rush or are just within Batangas.

For the more upscale tourists, if you plan to get to Boracay in style and without a sweat, there is now helicopter transport from Manila to the island. The cost, however, is extremely steep at ₱180,000 per person. [/block]

Where to stay

The long stretch of Boracay’s pristine beaches extends into 3 separate districts or stations as they call it. Each station has its own set of attractions aside from a shoreline flaunting the majestic beauty of the world famous white beach and sunset.

Station 3

This is the first station from the Cagban port. It is the first port of call you’ll chance upon arriving in Boracay. Station 3 will greet you with a local atmosphere, while not exactly free from tourists, this setting is as Boracay Islander as you could get. 

What you can find here

This is the least expensive district in Boracay. If you’re looking for some of the cheapest deals in accommodation or affordable local restaurants you can dine in and markets to shop, Station 3 is the spot for that. Since it’s more of a local islander hub rather than a tourist hotspot, it’s one of the places in the island where you can get to enjoy the beach with fewer tourists.

The beach here is equally as pristine and beautiful as it is elsewhere in the island, and there is more space here at the beach for you than anywhere else because there are less crowd and more palm trees.

Staying here will give you easy access to the port, so going in and out of the island should be a breeze. A mall is also nearby, so are bars and restaurants for bustling nightlife, though not as plenty as it is in Station 2 and 1.

It’s the most affordable area in all three stations, making it a friendly spot for budget travelers.  Don’t worry though, the rest of the island is just a stone’s throw away from each other (15 to 20 minutes walk), so you wouldn’t have to worry about getting left out from all the happenings and attractions in Boracay.  [/block]

Station 2

It’s the center for all things upbeat and fun in Boracay. Station 2 is the most crowded station on the island and is the spot for all everything priced at midrange.

What you can find here

It’s basically the hotspot for all the island fun, so expect to see everything you are here for at Station 2. It’s a more tourist-saturated area so expect prices to be a little steep here.

From accommodations, restaurants, to malls and nightlife, Station 2 should is easily the go-to place in Boracay.

Station 2 may be saturated with tourists, but the beach isn’t as crowded. Since this is where all the bars and restaurants with a scenic view of the beach are located, the crowds are here mainly to savor their food and the view instead of sunbathing and swimming.

If you want to be at the heart of where all the action is, you should stay at Station 2. Everything is already within arms’ reach if you’re staying here, so there is no need for you to stray far to the other stations unless you just want to explore the island. Station 1

As far as the hierarchy goes, this station sits on top of the other two. It’s the hub where luxury resorts and hotels are located, and so are bars and restaurants. If you can afford to have an exorbitant beach vacation experience, Station 1 is the place to stay.

What you can find here

It’s all about comfort at Station 1. While this station also has its own share of midrange restaurants, bars, and markets, it’s the upscale ones which you can’t find anywhere else which defines this high-end tourist hub. For example, the five-star accommodations here offer more exclusive excursions like private yacht sailing.

There are still a good number of restaurants and bars in this area, which are fairly affordable. But if you plan to check out these exclusive establishments, perhaps reserve one for a party with your favorite people.

Cash Aid For OFWs Stranded By Coronavirus Travel Ban

Overseas workers who suddenly find themselves unable to travel back to China, Hong Kong and Macau will be assisted by the government.

The Overseas Workers Welfare Administration (OWWA) has been directed by the Department of Labor and Employment (DOLE) to provide monetary assistance and accommodation to affected workers.

Acting DOLE Secretary Renato Ebarle had issued a memorandum on 3 February to OWWA to provide PHP10,000 cash aid, as well as accommodation and transportation to departing OFWs who were left stranded at the airport following the travel ban.

"The move will help ease the burden on would-be departing workers, and assist them in their transport back to their places of origin," Ebarle said. Affected OFWs will be housed at the OWWA halfway house while awaiting transportation back to their home provinces.

Meanwhile, Filipinos and Philippine permanent resident visa holders will be allowed to enter the country, subject to a 14-day quarantine upon their arrival to the Philippines.

On Sunday, President Duterte had called for an indefinite ban on non-Filipinos coming from China, Hong Kong and Macau. The order also prevented Filipinos working in those countries to return to their jobs.

The national health emergency escalated over the weekend when a 44-year-old Chinese male from Wuhan, China, died in the Philippines. He was the first reported coronavirus death outside of China.
